Moodle 3.0 the latest stable version with cutting edge features and lot of improvements is released today and can be downloaded from the regular download page https://download.moodle.org/ or GitHub.
Moodle 3.0 has completed the QA test with 100% pass rate out of a total of 514 test issues. To know about the new features in new release of Moodle, check out the new features page here.

The official announcement about the release of the stable Moodle 3.0 is not posted yet, I will update once the announcement is made.
